Hanford’s City Council races heat up

Nov. 4 is shaping up to be the big election day in Hanford, with two city council seats up for grabs. Political hopefuls have until this Friday, some until Aug. 13, to file their candidacy papers. So far, four candidates have officially declared for the District B seat, currently held by outgoing incumbent Marcie Buford.

Two of the newcomers are Jon-Michael Hice, 31, and Robin Mattos, 48.

Hice, spokesman for First 5 Kings County, and Mattos, a consultant and business owner, join John Murrisky, a political novice, and Sue Sorensen, a city planning commissioner, who declared their candidacy early in the season. Hice and Mattos, who both filed their papers last week, kicked off an official campaign Tuesday.

With Buford out of the race, the nomination period has been extended until Aug. 13, although no one else has pulled candidacy papers.

Hice, who ran unsuccessfully in 2004, calls himself a "new voice for our community."




"The time has come, where District B residents have an opportunity to elect a new council member," Hice said. "I feel that I am the best person for the job, one who will respect the representative nature of the position and promote public inquiry and transparency in government."

Hice's community service resume includes work with the Kings County Asthma Coalition, Kings County Tobacco Free Partnership and the Kings County Association of Governments.

Mattos, whose husband Andrew Mattos previously ran against Buford in 2004 and came in second in the race, says the city council should do more to protect recreational opportunities and downtown and increase public participation.

"I believe a city council member should work to preserve and protect our recreational facilities and historic downtown, promote more public participation in decisions affecting our citizens and to ensure that the city of Hanford is able to provide its citizens public safety and other essential services in the most timely and efficient manner," Mattos said in a statement. "As your council representative, these principles will guide my decision making."

Mattos previously ran unsuccessfully for a seat on the College of the Sequoias board in November 2006. She was defeated by incumbent John Zumwalt.

Campaign platforms of Hice and Mattos have their similarities and differences.

Hice puts his priorities on developing job opportunities, east side development, paying more for public safety personnel and improving recreation. Mattos focuses her campaign on preservation of historic heritage and recreational opportunities, promoting open government, bettering public safety through proper staffing and employee retention and aggressively seeking more federal and state funds to keep utility rates reasonable.

Also up for election is the District C seat, currently held by Dan Chin. Chin, who is seeking re-election, faces the challenge of Mike Spicer, a security manager for Kaiser Permanente and a longtime resident of Hanford.

The 54-year-old former California Highway Patrol officer and former Hanford Joint Union High School District board member filed his papers last week, three days after Chin did his.

The District C race is also shaping up to be a crowded battlefield.

According to the City Clerk's Office, Richard Douglas, stepfather of Hice, and Jim Castleman, employment and training technician at the Kings County Job Training Office, have also pulled their candidacy papers. They have until this Friday to collect enough signatures from registered voters in the district and have them verified by the city clerk to qualify as official candidates.

Then you have a couple who act like the present City Council and act like we aren't even talking. Looks pretty dim from my point of view, right now.

I want to hear their thoughts on the pet projects of the current City Council and talk of abandoning them such as the Re-entry Facilities Jordan wants in Hanford, selling of the children's recreation area. When does the City Council intend on dealing with the day to day business of the community.

The Parks and Recreation guy speaks on the topics a little but can you really trust a City Employee to take on the job of being a Council member and expect change from them? What might the City Attorney or City Manager hold over them as their boss. "

Answer 1: I do not agree with giving anyone an exclusive right to purchase public property. I also believe that any alternatives to the current site of these recreational facilities should be made public prior to any action on the current site. The city has an obligation to get public input when it comes to the disposition of public property, especially parks and recreational facilities. "

Answer 2: Interestingly, I was at the City Council meeting Aug. 19, 2008, and made a public statement regarding 2 schools and speed limits near them. I asked the city council to reconsider speed zones and crosswalks at 13th & Grangeville for the Pioneer Elementary School (Frontier) which is in the city limits. I asked for a 4 way stop or a controlled intersection with crosswalks citing the 55 mph zone on Grangeville Blvd. as too fast near a school/residential area. At the same meeting, I strongly opposed the city engineer’s recommendation of changing the current 25 mph zone next to Hamilton School and Freedom Park up to 40 – 45 mph. I cited the safety of our children on their way to and from school on 9 ¼ Ave. and Leland, as well as pointing out the lack sidewalks near both the park and school. "

Answer 3: The city attorney is a contracted job. I support opening the job up for an RFP (request for proposals) at least every 2 years. This will keep the contract competitive as well as reminding those in the position they will be held accountable for their actions. As your council person, I would like to explore the idea that Hanford is large enough to hire its own attorney as a staff position. Staff attorney’s are more likely to avoid expensive litigation and will avoid potential conflict of interest. Staff attorney’s costs less in the long run and they have only one client. "

Answer 4: All public sector positions have job descriptions as well as minimum and desirable qualifications in order to be considered for the position. As your representative, I promise to confirm those considered for either City Manager or City Attorney meet or exceed the minimum and desirable qualifications prior to casting my voting for that candidate.

You know I've asked other council members and other management personnel for a response and never got a single reply until now. For that Robin, I must sincerely express my appreciation. You have made several commitments to the citzens of Hanford and from what I've seen so far I certainly hope you are given a chance to prove what you say. Not only that but I can tell these were not rehearsed answers, these are answers you've given careful consideration to and have an interest in as well. That is very refreshing from where I sit as a voter in Hanford. You completely answered each and every question to my satisfaction. I also agree on your response for the City Attorney and I would think that the City Manager should also be evaluated from time to time to keep his focus on point, as well. Thank you for taking the time to answer my questions during a busy campaign period.
